CCTFI started with a Bilateral Agreement for technical cooperation in 1991 between the Department of Environment and Natural Resources (DENR/EMB 7) and the Federal Republic of Germany through the German Agency for Technical Cooperation (GTZ). Under this joint venture, CCTFI was granted treatment equipment by the German Government. In a similar agreement, the City of Cebu provided the site for the construction of CCTFI.
